This isn't specifying the need to have someone on call to actually code, rather the importance lies within the knowledge that a coder can provide with respect to what can actually be accomplished through coding. An informational outlet that allows marketers the ability to explore their creativity within the realm of reality. A coder on staff enables the company and marketing team to leverage an in-house sounding board to innovate and implement creativity efficiently - this is extremely important in a highly competitive marketing landscape.
Finally, digital marketing is not meant to be a "check the box" marketing tool (i.e. Facebook page, Twitter account, LinkedIn company page). Concentrate on your product, digital marketing will supplement your brand over time.
